29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a) At the commercial construction site located at at1500 W College St, Springfield, MO 65806: Employees were exposed to fall hazards while working on a roof without the use of fall protection. This was demonstrated on 5/10/2017 when two employees were allowed to work from an approximate distance of 23 feet on the highest point to the ground below.

This was demonstrated on 5/10/2017 when a ladder was being used to gain access to the roof and the ladder was not placed at least 3 feet above the upper landing.

The makeshift stairway did not contain any railings of any kind.
