29 CFR 1910.133(a)(1): Protective eye equipment was not required where there was a reasonable probability of injury that could be prevented by such equipment:    a) Yard Area:   Employees moving scrap materials using a forklift truck along with an employee directing truck  traffic in the yard were not required to wear eye protection (e.g., safety glasses or equivalent) when exposed to potential eye injury from dust and loose pieces of scrap (e.g., plastic, wood, and metal).  Those pieces became airborne from the operation of various forklifts, commercial trucks driving the through the yard, and cranes consolidating scrap into various piles; on or about 6/7/17.    b) HRB Baler:  An employee pouring WD-40 oil mixed with diesel fuel to lubricate a part of the baler was not required to wear eye protection (e.g., chemical splash goggles or equivalent); on or about 6/7/17.    c) HRB Baler:  An employee operated the baler at a work station next to where the bales were being strapped and was not required to wear appropriate eye protection (e.g., safety glasses or equivalent) on or about 6/7/17.    d) Receiving Dock - Automotive Battery Sorting Area:  An employee handling batteries containing sulfuric acid was not required to wear appropriate eye protection (e.g., chemical splash goggles or equivalent); on or about 5/15/17

29 CFR 1910.110(f)(2)(i): Containers in storage were not located so as to minimize exposure to excessive temperature rise, physical damage, or tampering by unauthorized persons.  a) Scrapyard - Cylinder Storage Bins Behind the Tin Press Baler Area:   Liquid Petroleum Gas (LPG) cylinders that had been found in scrap were subject to being damaged when they were stored under metal compressed gas cylinders (e.g., carbon dioxide cylinders, other LPG cylinders) and when they were stored above the top level of the bins which could cause them to fall out of the bins and strike other objects or the ground; on or about 6/7/17.  b) Scrapyard - Tin Press Bailer Area:   A liquid petroleum gas (LPG) cylinder which had been removed from scrap being processed at the baler was stored at the edge of an elevated platform and next to a large pile of metal scrap which could strike the cylinder causing it to fall and strike the ground; on or about 5/15/17.
