29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:     (a)  New residential construction, Roof: On or about May 19, 2017, and at times prior, the employer exposed employees to fall hazards of 11-feet, 7-inches to the lower level while working from a 12/12 pitched roof, in that a fall protection system was not provided while installing plywood on the roof deck.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:    (a) New residential construction, First floor stairway: On or about May 19, 2017, and at times prior, the employer exposed employees to fall hazard in excess of 45-inches, in that stair rails were not erected along the open ends of the stairway used to access the second level in locations were employees were engaged in framing activities.
