29 CFR 1910.36(d)(1): Employees were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: a) Exit route door in back of building: On or about May 24, 2017, and at times prior, the employer exposed employees to fire hazards in that the exit was obstructed with the use of a padlock on the door preventing emergency exit.
