OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were or likely to cause death or serious physical harm to employees in that employees were exposed to impact and crushing hazards when the employer allowed employees to work beneath an unsupported load on an in-ground hydraulic lift without locking devices.     On or about May 31, 2017 employees worked beneath unsupported vehicles that were elevated on in-ground hydraulic lifts that did not have locking devices.    Among others, feasible and acceptable methods to correct this hazard are compliance with:   Automotive Lift Institute Lifting it Right A Safety Manual, ASME PASE-2014 Safety Standard for Portable Automotive Service

29 CFR 1910.244(a)(2)(viii): Jacks which were out of order were not tagged accordingly and/or were used before repairs were made:  On or about May 31, 2017 two portable jacks were used before repairs were made:  a. TS12 pneumatic air jack leaked air and was used to lift vehicles. b. TS16 hydraulic floor jack was leaking fluid and used to lift vehicles.
