29 CFR 1926.20(b)(2):   Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  On 5/10/2017, two sub-contractors for ZM Management, LLC, were installing siding on the side of a three story apartment building and roofing materials on the roof at 2211 Dry Brook Road in Wentzville, MO.  ZM Management, LLC, the general contractor, did not conduct an adequate inspection of the job site, materials, and equipment.  During the inspection, employees were exposed to the following hazards: a)      An employee was installing siding on pump jack scaffolding, approximately twenty feet above the ground, without any fall protection. b)      An employee was not wearing eye protection while using a pneumatic nail gun. c)      Employees were installing roofing materials on the roof of a three-story residence without utilizing guardrail systems, a safety net system, or personal fall arrest systems.   The crew leader and three employees were observed on the roof of the building, approximately twenty-seven feet above the ground, without fall protection, exposing them to a fall to the ground below.    ZM Management, LLC was previously cited for a violation of the same or substantially similar condition of this Occupational Safety and Health Standard 29 CFR 1926.20(b)(2), which was contained in OSHA Inspection Number 1104429, Citation 1, Item 1, issued on 11/25/2015, and became Final Order on 12/15/2015 with respect to a workplace located at the Villages at Lake Silvercote on Dry Creek Road in Wentzville, MO.
