29 CFR 1926.20(b)(2):     Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.    On 6/07/2017, three sub-contractors for J & J Moran Contractors, LLC were installing roofing materials on roofs of two three-story apartment buildings, buildings #8 & 10, located on Applerock Drive in O'Fallon, MO.   J & J Moran Contractors, LLC, the general contractor, did not conduct an adequate inspection of the job site, materials, and equipment.  During the inspection, employees were exposed to the following hazard:        a) Employees were installing roofing materials on the roofs of two three-story apartment buildings without utilizing guardrail systems, a safety net system, or personal fall arrest systems.  The manager/foreman for J & J Moran Contractors, LLC and an employee were observed on building #8 and two other subcontractors and their employees were observed on building #10, approximately twenty-seven feet above the ground, without fall protection, exposing them to a fall to the ground below.
