29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. 29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:      66-72   Two  Bridges Road, Fairfield,  NJ              a) Subcontractor workers  performing masonry stucco  were exposed to fall hazards of 10 feet to the floor below when using interior lumber stairways 13 risers in height without stairrails in Building C.         b) Subcontractor workers performing drywall installation used interior stairways  that had 5 risers without stairrails, and were exposed to fall hazards of and approximately 39 inches in height in Building C.     Violation occurred between April 27th to May 11, 2017.
