29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items (a) through (d) of this section:    (a) Facility Wide - On or about June 24, 2017, the employer did not ensure that energy control procedures identified the specific steps to follow to control hazardous energy on equipment, including the GEA Tiromat Packaging Machine.  The energy control procedures lacked specific steps for equipment shutdown, identification and magnitude of all the energy sources, the isolation and placement of lockout devices and the steps to verify that the energy control measures were effective.     In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification.  This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.
