29 CFR 1910.1000(a)(2): Employee(s) were exposed to an airborne concentration of zinc oxide fume listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 5.0 mg/m3.      a)  In the Welding Area, on or about June 29, 2017 - An employee designated as a Welder in the Welding Area was exposed to zinc oxide fume at a time weighted average exposure of 15.0 mg/m3.  This level is 3.0 times the permissible exposure limit of 5 mg/m3 as a time weighted average concentration.  Sampling was performed by an OSHA compliance officer on June 29, 2017 for 472 minutes and zero exposure was assumed for the unsampled portion of the shift.    a)  In the Welding Area, on or about June 29, 2017 - An employee designated as a Welder in the Welding Area was exposed to zinc oxide fume at a time weighted average exposure of 11.0 mg/m3.  This level is 2.2 times the permissible exposure limit of 5 mg/m3 as a time weighted average concentration.  Sampling was performed by an OSHA compliance officer on June 29, 2017 for 475 minutes and zero exposure was assumed for the unsampled portion of the shift.

This level is 2.47 times the permissible exposure limit of 15 mg/m3 as a time weighted average concentration.  Sampling was performed by an OSHA compliance officer on June 29, 2017 for 472 minutes and zero exposure was assumed for the unsampled portion of the shift.    a)  In the Welding Area, on or about June 29, 2017 - An employee designated as a Welder in the Welding Area was exposed to total dust at a time weighted average exposure of 34.0 mg/m3.  This level is 2.27 times the permissible exposure limit of 15 mg/m3 as a time weighted average concentration. 29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d):      a)  In the Welding Area, on or about June 29, 2017 - Two employees designated as Welders were exposed to zinc oxide fume and total dust above the permissible exposure limits for these elements.  See descriptions of employee exposures in Citation 1, Item 2a and 2b.  Feasible administrative and/or engineering controls were not utilized to reduce employee exposures to these elements.    Feasible administrative and/or engineering controls would include, but not be limited to:    1.  The use of portable ventilation systems to reduce exposures at the source of the weld;  and    2.  Employee rotation to minimize employee exposure time to welding fumes.
