29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b). On 22 June 2017, three framers were performing work on a residence under construction at the second story level without fall protection, exposing the workers to a fall hazard of approximately 10 feet 1 inch to the concrete foundation below.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step. On 22 June 2017, three framers accessed the 1st floor top plate with two 6-foot step ladders by using the top step, exposing the workers to a fall hazard of approximately 10 feet 1 inch from the top plate.
