Except as otherwise provided in paragraph (b) of this section, each employees engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels were not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.   On 6/6/2017, employees from Garcia Contracting LLC were working on the roof of a commercial building located at 4170 Manchester Avenue, Saint Louis, MO.  The Owner and three employees were engaged in roofing work approximately 25 feet above a lower level. Exposed employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system.  The employees were observed on the roof of the building without fall protection, exposing themselves to a fall to the ground below.
