29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: a. Two employees drying-in on a 5:12 pitch roof are exposed to an 22 feet fall hazard without the use of personal fall arrest system, safety net system or guardrail system. The employer fails to assure effective protection against falls as required by the standard, as demonstrated on June 28, 2017, when employees were working on a residential roof, Lot 60, 661 Bluehearts Trail, Deland, Florida without fall protection.
