29 CFR 1926.501(b)(13):     Each employer engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, or personal fall arrest systems, nor was an alternative fall protection plan which meets the requirements of 1926.502(k) developed and implemented:     The employer is failing to ensure employees are protected from fall hazards when conducting installation of shingles as part of re-roofing operations.  Workers were observed installing shingles on a residential style construction site (house) without utilizing fall protection.  The employees on the roof were wearing harnesses.  The workers were exposed to falls of over 11 feet to dirt and concrete below.  This was most recently documented at 2206 Diane St., Bellevue, Nebraska on or about June 26th, 2017 when the employer had employees working on the roof of this residence without any form of protective system.

29 CFR 1926.503(a)(1):  The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:      The employer is failing to provide employees with adequate and effective fall protection training prior to allowing them to work on a residential style roof. Workers were observed installing shingles on a residential style construction site (house) without utilizing fall protection.  This training would allow each employee to recognize the hazards of falling and allow them to understand the proper procedures to be followed in order to minimize these hazards.  The workers were exposed to falls of over 11 feet to dirt and concrete below.  This was most recently documented at 2206 Diane St., Bellevue, Nebraska on or about June 26th, 2017 when the employer had employees working on the roof of this residence without any form of protective system and had not provided any training to them.
