29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: a) Worksite - On or about June 26, 2017, the energy control procedures for the extruder feed throat interlock system did not clearly outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energies. ABATEMENT NOTE: The procedure must contain information which authorized employees must know to safely control hazardous energy. Overgeneralization can result in a document, which has little or no utility to the employee(s) who must follow the procedure. The employer must ensure the effective use of hazardous energy control procedures for a multiple employee per the guidance of 29 CFR 1910.147(f)(3).
