Employees were exposed to fall hazards in that the employer failed to train employees on the recognition of the hazards associated with the use of a warning line and safety monitor system while performing work around unprotected edges.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.  Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system.  At a commercial construction site located at 1712 E Ohio St, Clinton, MO: Employees were exposed to fall hazards. While engaged in roofing installation activities an employee was working outside of a warning line system next to an unprotected edge without fall protection. The employee was exposed to a fall distance of  approximately 20 feet.   CLIFFORD-LEE & ASSOCIATES was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(10), which was contained in OSHA inspection number 914887, citation number 1, item number 1 and was affirmed as a final order on 07/26/2013, with respect to a workplace located at 1010 Hwy 12 W Starkville, MS 39759.
