29 CFR 1926.451(e)(1): Safe access was not provided to scaffold platforms when the platforms were more than 2 feet above or below the point of access: Viejas Construction Project (South Side, Adjacent to Willows Road): Employees accessed a tubular welded frame scaffold approximately 3 feet above the platform by climbing a railing of the scaffold that was not designed for such, exposing the employees to falls between 3 and 10 feet to the platform or ground below. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (use the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

29 CFR 1926.451(h)(2): Employees working below a scaffold were not protected from falling tools, materials or equipment in accordance with the provisions of paragraphs (h)(2)(i)-(v) of this section: Viejas Construction Project (South Side, Adjacent to Willows Road): An unsecured 5 gallon cooler was stored on a scaffold platform while an employee was working below. The employee was without protection exposed to struck by hazards. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (use the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
