29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers did not conform to Part VI, par 6E-5 Hand signaling- Procedures of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3 or the Millennium Edition) in that flaggers were not facing traffic. Augusta Maine, corner of Green and Water Streets - The employer did not ensure that a flagger faced oncoming traffic.
