29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms, and service rooms were not kept clean and orderly and in a sanitary condition.      Basement, 527 Belmont Avenue, Springfield, MA: On or about July 11, 2017 the basement storage area and laundry area were not kept clean and orderly and in a sanitary condition stemming from a cloth dryer which was not vented to the outside of the basement.    (a) Floor joist (ceiling joist).  Clothes lint and other dryer debris  was found coating the ceiling joist throughout the basement.  (b) Basement wall.  Entrance to basement found to have water damage and excessive mold growth.

29 CFR 1910.1001(j)(5)(i):   Labeling. Labels shall be affixed to all raw materials, mixtures, scrap, waste, debris, and other products containing asbestos fibers, or to their containers. When a building owner or employer identifies previously installed ACM and/or PACM, labels or signs shall be affixed or posted so that employees will be notified of what materials contain ACM and/or PACM. The employer shall attach such labels in areas where they will clearly be noticed by employees who are likely to be exposed, such as at the entrance to mechanical room/areas. Signs required by paragraph (j) of this section may be posted in lieu of labels so long as they contain the information required for labeling.      Throughout the basement of 527 Belmont Avenue Springfield, MA: On or about July 11, 2017, the employer had not attached labels or signs to asbestos containing thermal system insulation (TSI) material installed on heating pipes warning employees of its presence.    Specific abatement documentation that this violation has been corrected must be provided within 10 days of the abatement in accordance with 29 CFR 1903.19(d)(1).

Large pieces of asbestos containing thermal system insulation (TSI) was not disposed of in accordance with this subpart.  (c) Basement.  Damaged and friable asbestos containing thermal system insulation (TSI) on pipe elbows and joints was not promptly repaired or removed whet became damaged.    Specific abatement documentation that this violation has been corrected must be provided within 10 days of the abatement in accordance with 29 CFR 1903.19(d)(1).
