29 CFR 1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill:  Construction site: July 13, 2017, employees did not demonstrate adequate knowledge of fall protection equipment by wearing a harness but not a lanyard while engaged in roofing activities. This condition exposed employees to fall hazards exceeding 6 feet.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  Construction Site: On or about July 13, 2017, employees engaged in residential construction were not protected by guardrail systems, safety net system, or personal fall arrest system. Employees wearing harnesses but were not attached to an anchoring point. Employees were exposed to fall hazards 6-feet or more above lower levels.  Ceballos Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(11), which was contained in OSHA inspection number 1181486, citation number 1, item number 1 and was affirmed as a final order on November 22, 2016, with respect to a workplace located at 7444 Glacier Dr. ,El Paso, TX 79911.   Ceballos Roofing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 903068, citation number 1, item number 1 and was affirmed as a final order on December 20, 2013, with respect to a workplace located at 7381 Black Sage, El Paso, TX 79924.  Ceballos Roofing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 565758, citation number 1, item number 1 and was affirmed as a final order on December 12, 2012, with respect to a workplace located at 6929 Inca Dove, El Paso, TX 79912.
