29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) On or about 07/13/2017 - 412 Broadway Street, Homewood, Alabama, the employer was using a 32 foot Werner Aluminum Ladder Model: D1332-2 to access the roof of a single family house. The ladder was not extended three (3) feet above the landing exposing the employees to fall hazards of approximately 13 feet 5 inches.
