29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. Workers were observed engaged in commercial/residential type construction activities framing a new multi-unit housing complex. Workers were exposed to fall hazards and regular and frequent inspections by a competent person were not conducted to ensure that the jobsite, materials, and equipment such as fall protection systems were maintained and utilized in a safe manner.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. Workers were observed engaged in commercial/residential type construction activities framing a new multi-unit housing complex. Workers were installing wooden framing material and were exposed to 8.1-foot fall hazards, with a concrete landing surface, in that a proper fall protection system was not utilized.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Workers were observed engaged in commercial/residential type construction activities framing a new multi-unit housing complex. Workers were installing wooden framing material and were exposed to 8.1-foot fall hazards, with a concrete landing surface, in that the workers were not properly trained in fall protection criteria.
