29 CFR 1926.451(e)(4)(i): A stair rail consisting of a top rail and a mid-rail was not provided on each side of each scaffold stairway. At this work place, employees conducted exterior wall siding installations, and accessed scaffolding by a stairway ramp without a top-rail and mid-rail guard railing.
