Location: 354-364 New York Ave., 54-62 Houston St., 48-57 Napoleon St., Newark, NJ.   a) Employer allowed his employees to work from a scaffold in excess of 15 feet to the ground below with no fall protection in place, i.e. guardrail system/Fall Arrest System, exposing them to fall hazards; on or about 8/2/17.
