Three employees were engaged in roofing work approximately 9 feet above a lower level. Exposed employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system.  The employees were observed on the roof of the building without fall protection, exposing themselves to a fall to the ground below.
