29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At the residential construction site located at Lot 54, NE Gateway Drive in Lee's Summit, MO: Employees were exposed to fall hazards. HVAC technicians engaged in HVAC installation activities were exposed to fall hazards of approximately 11.7 feet from the eave of the residence to the ground below while accessing and exiting the structure. The portable ladder extended above the roof 1.9 feet and did not extend at least 3 feet above the upper landing and was not secured to the structure.
