29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    a) Welders ARC, LLC at 3650 E. 103rd Circle, Thornton, CO 80229: On or about 7/20/2017, the employer failed to ensure that each employee on a walking/working surface with unprotected edges was protected from falling by the use of guardrail systems or otherwise. The employer was installing steel and concrete stairs and steel stair rails in buildings 3 and 4 on a new apartment building construction site. As part of the installation, the employer removed guardrails on the second and third stories of buildings 3 and 4 and did not replace them with any other sort of protective system. This condition exposed employees from Mechanical Air Inc., an HVAC contractor working in buildings 3 and 4, to fall hazards in excess of 10 ft.
