29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a. 31 Van Cleef Drive, Readington, NJ - Regency at Readington Bldg 8  The employer did not ensure employees were protected from falls by use of a personal fall arrest system.  An employee engaged in residential framing activities was working from the second level top plate while installing trusses was not protected from falls by use of personal restraint systems or a safety net system.   Violation observed on or about August 10, 2017  b. 28 Van Cleef Drive, Readington, NJ - Regency at Readington Bldg 8  The employer did not ensure employees were protected from falls by use of a personal fall arrest system or guardrail system.  An employee engaged in residential framing activities, working from the second level edges while installing braces was not protected from falls by use of personal restraint systems, a safety net system, or a guardrail system. 29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided:  a. 31 Van Cleef Drive, Readington, NJ - Regency at Readington Building 8 (Toll Brothers, Inc.)  The employer did not ensure a safe means of access, that included ladders or stairs, was provided to employees for access to the second level of the structure.  Employees engaged in residential framing activities used the first level wall braces as a means of access to the second level deck by climbing and scaling the wall braces.  Violation observed on or about August 10, 2017

29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:  a. 28 Van Cleef Drive, Readington, NJ - Regency at Readington - Building 8  Employees engaged in the framing of a residential structure were observed using a 6-foot, A-Frame ladder in a manner not intended by the manufacture.  An employee used an A-Frame ladder in the closed position as a means of access to install framing materials.  Violation observed on or about August 10, 2017

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:       a. 28 Van Cleef Dr., Readington, NJ - Regency at Readington - Building 8         Employees engaged in commercial framing activities used the top step of an A-frame stepladder as a means of access to access the second level of the structure.  Employees climbed a 6 foot A-frame ladder, standing on the top step to access the second level of the structure which was approximately 8.5 feet.     Violation observed on or about August 10, 2017
