29 CFR 1910.102(a): The in-plant transfer, handling, storage, and utilization of acetylene in cylinders was not in accordance with Compressed Gas Association Pamphlet G-1-2009, which is incorporated by reference as specified in 29 CFR 1910.6:  At the time of the acetylene fire on 7/27/2017, the employer did not comply with CGA G-1 2009 Section 6.2 "Never use wrenches or other tools for opening or closing cylinder valves except those provided by the valve or acetylene manufacturer." A battery powered portable drill was used to open cylinder valves on acetylene cylinders being prepped for requalification.
