29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross braces were used as a means of access. A) Exterior, On scaffold: Employees were exposed to fall hazards of approximately 18 feet while working on a fabricated framed scaffold that was not provided with safe acceptable means of access, on or about June 26th, 2017. VP Masonry & Drywall, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 983031, citation number 1, item number 2 and was affirmed as a final order on August 25th, 2014, with respect to a workplace located at 100 Rt. 46 in Elmwood Park, NJ.
