29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:   On or about 8/11/2017 at 192 Rosshandler Road, Sugar Hill, GA, where employees were observed descending from the 10-foot working level by using an 8-foot Werner step ladder requiring them to use the top step of the ladder. The workers were exposed to fall hazards of 10-feet to the concrete lower level.
