29 CFR 1910.119(d)(3)(ii): The employer did not document that equipment complies with recognized and generally accepted good engineering practices: (a) On or about 8/10/2017 - Building A5, the employer failed to document and ensure compliance with recognized and generally accepted good engineering practices (RAGAGEP) to protect employees exposed to explosion and fire hazards as specified in the employer's chosen RAGAGEP, NFPA 1124 Code for the Manufacture, Transportation, Storage, and Retail Sales of Fireworks and Pyrotechnic Articles in that the Angel Fire Gerb Press was not electrically bonded and grounded. NFPA11-2006, section 4.5.3.4.2 states "All presses and other such mechanical devices used in the vicinity of exposed explosive or pyrotechnic compositions shall be electrically bonded and grounded."
