29 CFR 1926.651(h)(1): Employees shall not work in excavations in which there is accumulated water, or in excavations in which water is accumulating, unless adequate precautions have been taken to protect employees against the hazards posed by water accumulation. The precautions necessary to protect employees adequately vary with each situation, but could include special support or shield systems to protect from cave-ins, water removal to control the level of accumulating water, or use of a safety harness and lifeline.  a) Employee was exposed to electric shock hazard when arc welding a 12 inch steel gas main pipe in an excavation where water was present.  An employee crawled between pipes and was lying next to the pipe he was arc welding, with feet in water/mud.    Location: 7th Ave at Morton Street, NY, NY; street excavation;    On or about 8/1/2017     NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM, FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1,000.00 AS PER 29 CFR 1903.19.
