29 CFR 1910.333(a): Safety-related work practices were not employed to prevent electric shock or other injuries resulting from either direct or indirect electrical contacts, when work is performed near or on equipment or circuits which are or may be energized. The specific safety-related work practices were not consistent with the nature and extent of the associated electrical hazards.    a)       Brookfield Property Partners at 1801 California St., Denver, CO 80202: On or about 8/16/2017, the employer did no ensure that each employee working near exposed energized parts was properly protected from shock, burns or other electrically related injuries. On 8/31/2017, a training session was conducted by a member of management and at least three employees. During that training session, the employer opened an 120/208 V electrical panel and removed the dead front while the panel was energized. The employer and the employees were not wearing arc-rated clothing or face/head protection. This condition exposed employees to electrical hazards.

The employer could not demonstrate that de-energizing introduced additional or increased hazards or was infeasible due to equipment design or operational limitations:    a) Brookfield Property Partners at 1801 California St., Denver, CO 80202: On or about 8/16/2017, the employer did not ensure that live parts to which an employee may be exposed were de-energized before the employee worked on or near them.
