29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a.)  1 REYNOLDS AVE., WHIPPANY, NJ, 07981    Employees utilized an extension ladder that only extended approximately 1 foot above the landing surface when ascending and descending the upper working/landing surface of a residential building; there-by were exposed to fall hazards approximately 13 feet to the ground below, on or about 08/21/2017.
