29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  Jaller's Construction project site located at 606 and 626 Milwaukee St. Collins, WI: On August 23, 2017, employees were exposed to multiple hazards associated with roofing work when the employer had not implemented safety and health programs to communicate hazard avoidance and correction techniques to the affected employees.

29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  Jaller's Construction, LLC project site located at 606 and 626 Milwaukee St. Collins, WI: On and about August 23, 2017, employees reroofing two houses were exposed to fall hazards in that they had not been trained on the OSHA 29CFR 1926 Subpart M code of federal regulations for residential construction to recognize fall exposure greater than six feet and avoid, correct hazards and understand OSHA standards which applied to their scope of work.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   Jaller's Construction, LLC project sites located at 606 and 626 Milwaukee St. Collins, WI: On and about August 23, 2017, employees were exposed to falls while reroofing two houses, in that:  A) An employee installing ridge cap on 606 had no fall protection set up or worn;  B) Two employees working on the northwest side of 626 were not wearing harnesses;  C) A personal fall arrest system anchor on 626 was not installed in accordance with the manufacturer's instructions, with only one nail on one side of the anchor.
