29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At the residential construction site located at 401 Appaloosa Drive in Raymore, Missouri: Employees engaged in residential roofing activities were exposed to fall hazards of approximately 9 feet 1 inche from the eave of the residence to the ground below while accessing and exiting the structure. The portable ladder did not extend at least 3 feet above the upper landing and was not secured to the structure.
