29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) 94-96 Lockhart Street, Wilkes-Barre: Employees were not protected from falling while performing residential roofing operations on a 12:12 pitch roof, exposing employees to a fall hazard of approximately twenty-seven (27) feet from the ground level, as observed on or about August 23, 2017.  ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED

29 CFR 1910.1200(h)(3)(iv): Employee training did not include the details of the hazard communication program developed by the employer, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employees can obtain and use the appropriate hazard information:   a) At the jobsite: Employees worked with hazardous chemicals, including, but not limited to, chemicals such as the flammable liquid UN1133 Adhesive, and the employer did not provide these employees with the required training on the new label elements and safety data sheet format as required by the revised OSHA Hazard Communication Standard incorporating the Globally Harmonized System of Classification and Labeling of Chemicals prior to the effective date of December 1, 2013, on or about August 23, 2017.                                                                                               ABATEMENT CERTIFICATION IS REQUIRED FOR THIS VIOLATION.
