29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to the work environment to control or eliminate any hazards or other exposure to illness or injury:  a) Jobsite: On July 6, 2017 and at times prior thereto, the controlling employer, Idahoan Foods, LLC, did not ensure that it's employee was protected and that their sub-contractors protected their employees from a crushing hazard while attempting to move an electrical cabinet with a hydraulic trolley jack, a transfer dolly, and no stabilizing mechanism in place.  The cabinet had been raised on one end using the hand jack and placed on the small floor dolly.  As the other end was raised using the hand jack, the weight of the top heavy cabinet shifted causing the floor dolly to move and the cabinet to tip over, exposing the controlling employer and the sub-contractor employees to a crushing hazard.  The cabinet was complete with internal electrical assembly, weighing approximately 3000 lbs.  It measured 7 feet high, 13 feet across, and 18 inches wide.
