29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a)   Riverwoods Subdivision - Lot 807, 197 West Trestle Way (Helena, AL);  On or about August 30, 2017 and at times prior, employees who were applying paper to the roof of a residential structure were exposed to fall hazards of 10 feet 11 inches to the ground below in that the employer did not ensure that the extension ladder that was used by employees to access and egress the roof extended at least 3 feet past the eave of the structure.
