An orderly shutdown was not used to avoid any additional or increased hazards to employees as a result of the equipment stoppage.      At a substation in Hamilton, Texas, employees worked on an energized re-closer rated at 7,620 volts that was not shutdown or de-energized as required by Brazos Electric Power Cooperatives procedure  prior to performing maintenance exposing the employees to electrocution hazards.
