Elmwood Avenue  Buffalo, NY : An employee was sitting on the roof parapet wall with one of his legs hanging down completely on the outside of the building while using a long handled paint roller to paint the building exterior. The employee was exposed to a fall of approx. 28 ft.  No fall protection system was utilized.         NO ABATEMENT CERTIFICATION REQUIRED
