The Scaffold system in use on the eastern side of the site contained 4 legs which did not contain base plates or mud sills.

29 CFR 1926.451(f)(3): Scaffold and scaffold components were not inspected for visible defects by a competent person before each workshift and after any occurrence which could affect a scaffold's structural integrity: On or about September 12, 2017. the employer failed to ensure that scaffolds in place at the worksite were inspected prior to each shift. The scaffold erected on site had not been inspected by a competent person prior to employees beginning work that day.
