29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift. a) Ground Level, Parking Garage, Linden Street & Washington Avenue, Scranton, PA - An employee attaching electrical conduit to a wall of a commercial parking garage from the elevated basket of an articulating boom did not wear a body belt and lanyard and was exposed to a fifteen-foot (15') fall hazard, as observed on September 15, 2017. In accordance with 29 CFR 1903.19, abatement certification is not required for this violation. The hazardous condition was abated by the employer.

29 CFR 1926.100(a): Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns. a) Ground Level, Parking Garage, Linden Street and North Washington Avenue, Scranton, PA - An employee working on the ground and/or scaffold providing metal conduit to an employee within an elevated bucket of a truck mounted aerial lift was not wearing a protective helmet exposing the employee to head injuries in the event that hand tools or material fell, as observed on or about September 15, 2017. In accordance with 29 CFR 1903.19, abatement certification is not required for this violation. The hazardous condition was abated during the inspection.
