29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means.  (a) Portland Air National Guard Base - Medical Clinic Building 135 - On or about September 15th, 2017 and at times prior thereto, the employer permitted an electrician to work on live 110 volt electrical components throughout the construction area of building 135.   Hamer Electric Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.416(a)(1), which was contained in OSHA inspection number 900027, citation number 1, item number 1 and was affirmed as a final order on 05/02/2013, with respect to a workplace located at 6801 NE Cornfoot Rd. Building 155 Portland, OR. 97218.
