The pipe insulation was not treated as asbestos-containing material, with appropriate precautions taken to avoid disturbance; thus exposing employee(s) to health hazards of asbestos fiber inhalation. Condition(s) were noted on or about 5/15/2017.

29 CFR 1926.1101(l)(4)(ii): Waste and debris and accompanying dust in an area containing accessible thermal system, surfacing ACM/PACM, or visibly deteriorated ACM was not promptly cleaned up and disposed of in leak tight containers: a- Previously-installed insulation, representing presumed asbestos-containing material (PACM), was encountered on old water pipe(s) / elbow(s) during manual basement clean-out / demo by the employer's crew at 555 Cumberland St. in Westfield NJ 07090. The pipe and associated insulation was piled along with other metal debris on the front lawn of the house undergoing planned gutting and renovation; rather than being disposed of in leak-tight container(s). Condition(s) were noted on or about 5/15/2017.
