29 CFR 1926.20(b)(2): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On September 25, 2017 at N3845 Hwy 15 in Hortonville, the employer did not ensure that a competent person was performing frequent and regular inspections that could have recognized the fall from elevation hazard associated with employees working from a roof surface without utilizing fall protection equipment.

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On September 25, 2017 at N3845 Hwy 15 in Hortonville, employees were working on a roof 10 ft. above surface level without utilizing fall protection equipment.
