The formwork climbing system manufacturer has specific instructions that the employees were not instructed on.

29 CFR 1926.1431(a): The use of equipment to hoist employees was not prohibited. 161 Maiden Lane, New York, NY On or about Sept. 21, 2017 a) Employees were on a formwork climbing system while it was being lifted by a crane from one set of shoes to another set that was higher up the face of the building and offset by approximately 2 feet.
