The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. On or about September 28, 2017, the employer did not provide a training program for employees exposed to fall hazards of 30' and greater while re-roofing a three story hotel located at 850 Kepler Dr. Green Bay, WI 54311.

29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. On or about September 28, 2017, employees were exposed to fall hazards of over 30' without utilizing their personal fall arrest systems while re-roofing a three story hotel located at 850 Kepler Dr. Green Bay, WI 54311. The HBJL Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1926.501(b)(13)), which was contained in OSHA inspection number 951692, citation number 1, item number 1 and was affirmed as a final order on January 21, 2014, with respect to a workplace located at Lot #112, 3461 Vintage Circle, Smyrna, GA 30080.
