29 CFR 1910.132(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact: (a) On or about 10/5/2017, in Winding Area, for the winders and laborers working with/around resins, flammable liquids, and vapors containing chemicals such as, but not limited to, acetone, methyl ethyl ketone, styrene, and isopropyl alcohol. The employer did not enforce the use of personal protective equipment for the protection of the body such as but not limited to, clothing that is compatible with the chemicals and resins being used in the process.

The employees were not provided a medical evaluation prior to being required to wear the respirator. Power and Composite Technologies LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.134(c)(2)(ii), which was contained in OSHA inspection number 569178, citation number 2, item number 1, and was affirmed as a final order on 6/27/2013, with respect to a workplace located at 200 Wallins Corners Rd., Amsterdam, NY 12010.

29 CFR 1910.134(f)(2): The employer did not ensure that employees using tight fitting face piece respirators pass an appropriate qualitative or quantitative fit test prior to initial use of the respirator, whenever a different respirator facepiece (size, style, model or make) is used, and at least annually thereafter. (a) On and before 10/5/2017, in Winding Area, for the winders wearing MSA half face respirator and working with/around resins, flammable liquids, and vapors containing chemicals such as, but not limited to, acetone, methyl ethyl ketone, styrene, and isopropyl alcohol. The employees were not fit tested, either qualitatively or quantitatively, prior to being required to use this respirator by the employer. Power and Composite Technologies LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.134(c)(2)(ii), which was contained in OSHA inspection number 569178, citation number 2, item number 1, and was affirmed as a final order on 6/272013, with respect to a workplace located at 200 Wallins Corners Rd., Amsterdam, NY 12010.
